Pine Hill Cemetery Association was created in 1867 "To procure and hold lands to be used exclusively for a cemetery or place for burial of the dead". The association is governed by a voluntary Board of Trustees.
The U.S. Treasury Department/Internal Revenue Service in 1960 recognized the cemetery as a 501 (C) (13) tax exempt charitable. (Public charity)
New York cemeteries are regulated by the state Cemetery board. The Pine Hill Cemetery is governed by a Board of Trustees elected by the members of the Cemetery Association at its annual meeting.

In keeping with the beautiful design of the original cemetery, in 2006 the Board of Trustees opened a new professionally-designed and landscaped section to accommodate the demand for burial sites in the area. The new section includes a "Cremation Garden" to meet the increasing wishes of many families.
